Merseburger explains, "Heat causes many objects to expand – think an iPhone – but in minute amounts you can't see. Similarly, the vessels in the penis dilate due to heat, permitting more blood to flow in, including to the corpus spongiosum." This expansion results in the penis looking larger, reminiscent of a beginning or partial erection.
But, rest assured, the summer penis doesn't imply any growth in length. When erect, the summer-swollen penis is the same size as its winter counterpart. Moreover, this temporary swelling won't catalyze any improved performance – or potency – in the bedroom. Instead, it's merely a tad more eye-catching.
