The U.S. Chamber of Commerce, a leading voice for American businesses, has submitted responses to three Requests for Information (RFIs) from the Department of Health and Human Services (HHS), the National Institutes of Health (NIH), and the Centers for Medicare & Medicaid Services (CMS).

In these submissions, the Chamber outlines its key recommendations for advancing artificial intelligence (AI) in healthcare, fostering regulatory reforms, and streamlining Medicare regulations.

Advancing AI in Healthcare

The Chamber emphasizes the need for fostering public trust in AI technologies through transparency, fairness, and accountability. They also advocate for robust partnerships among government, private sector, academia, and civil society to ensure responsible AI development and deployment.

To accelerate AI advancements, the Chamber calls for increased investment in AI research and development, including funding innovative projects. They also propose establishing flexible governance frameworks that support innovation and building an AI-ready workforce.

To improve access to government health data, the Chamber recommends streamlining data sharing processes and enhancing data interoperability.

Fostering Regulatory Reforms for AI

The Chamber warns against overregulation, which can stifle AI innovation and deter necessary risk-taking for progress. They support federal collaboration to identify, revise, or repeal regulations that unnecessarily hinder AI development or deployment.

Incorporating state-level AI regulatory environments into federal funding decisions is another recommendation to prevent restrictive state policies from undermining federally supported AI programs. The Chamber also suggests reviewing Federal Trade Commission orders to avoid imposing undue burdens on AI innovation.

Streamlining Medicare Regulations

The Chamber's recommendations for Medicare regulations focus on reducing administrative burdens and expanding access to care through technology and regulatory modernization.

They propose rescinding redundant reporting requirements such as prior authorization stratification and mid-year benefit notices. Restoring predictability in the Medicare Advantage Star Ratings program is another key recommendation.

The Chamber also advocates for modernizing telehealth policies by eliminating geographic and in-person visit restrictions to expand access, especially for patients with mobility or mental health challenges. Achieving better alignment between federal and state regulations is another recommendation to reduce duplicative oversight and improve program efficiency.

These recommendations aim to create an environment conducive to innovation while reducing administrative burdens and expanding access to care through technology and regulatory modernization.
