A distressing increase in domestic violence incidents has been recorded in various regions of Germany. The perpetrators consist primarily of partners, ex-partners, and family members, with a majority of victims being women. The unsettling reality is that the official statistics may only reflect the tip of the iceberg, as many victims are deterred from reporting the abuse due to fear and social stigmas. The detailed findings of this grim situation are due to be released in the summer as part of the "Domestic Violence 2024" report by the Federal Criminal Police Office (BKA).

The states of Lower Saxony, Schleswig-Holstein, and Baden-Württemberg have seen substantial rises in domestic violence incidents, with a staggering 12.3% uptick in Lower Saxony. On the other hand, Bremen, the Saarland, and Mecklenburg-Western Pomerania have reported decreases ranging from 1.6% to 3.7%.

Those directly involved in the fight against this recurring issue have expressed grave concerns. Lower Saxony's Minister of the Interior, Daniela Behrens (SPD), shared her worries with a local news outlet, stating that "violence in one's own four walls is not a private matter - it is crimes against which the state must act decisively."

Germany and some of its states are exploring innovative solutions to address this pressing issue, such as the use of electronic ankle bracelets for perpetrators. Hesse's and Saxony's administrations are already using such bracelets, while Lower Saxony and other states are considering similar regulations, inspired by Spain's model. In Spain, perpetrators who commit acts of violence are required to wear an ankle bracelet with GPS receivers that track the distance between the perpetrator and the potential victim. If the perpetrator gets too close to the victim, an alarm is triggered, alerting the police.

Proponents of this approach, including authorities in Germany, argue that it provides a valuable tool for safeguarding victims. However, other prominent figures question the effectiveness of electronic ankle bracelets. Elke Ronneberger, Vice President of Social Policy at the Diakonie, believes that while they might offer some assistance in specific cases, they are implemented too late in the process. A well-funded support system that includes women's shelters, counseling centers, and societal consensus against viewing relationships violence as a minor offense would be more beneficial.

The President of the German Caritas Association, Eva Maria Welskop-Deffaa, reiterated this sentiment, urging for a collective effort to eradicate the prevalence of domestic violence.
