Parliament claims individuals receiving heightened pension benefits starting May 1st

Starting from May 1, Russia has made significant changes to pension payments for certain groups of individuals. According to Alexei Govyrin, a member of the State Duma's committee on small and medium-sized businesses, these adjustments are part of a pre-existing law that targets individuals aged 80 and those with disabilities in the first group. Kommersant reported such remarks from Govyrin.
He went on to explain that these specific groups of people will see a doubling of their fixed pension payments. To take it a step further, an allowance of 1,200 rubles will be given monthly to pensioners who require care, excluding children with disabilities of the first group.
To commemorate the 80th anniversary of Victory in the Great Patriotic War, the state plans to provide one-time benefits to veterans and other affected categories. This includes disabled persons and war widows, who will receive 80,000 rubles, and former adult prisoners of concentration camps, who will receive 55,000 rubles.
Moreover, the allowance for pensioners who have dependent family members will receive an upward adjustment equating to one-third of the basic amount.
Govyrin emphasized that these measures aim to support the most vulnerable segments of society and improve their living conditions considerably.
However, data on the average pension amount after two indexations as mentioned in the new dual-indexation system is not available. As of now, the average monthly old-age insurance pension in Russia stands at 24,900 rubles in 2025[1], with a projected amount of 22,400 rubles estimated for late 2024[3]. The exact influence of the dual-indexation system will depend on various economic factors in 2026, such as inflation, wage growth, and indexation details, including the first and second indexation under the new system [1][2].
