International investigation targets darknet child pornography streaming platform: Hessian police join forces with global law enforcement agencies
In a significant move against child pornography, a nationwide and international coordinated action called "Operation Stream" has resulted in the seizure of a Darknet streaming platform named "KidFlix". The operation, spearheaded by the Bavarian State Criminal Office and Europol, involved a total of 38 states between March 10 and 23.
The worldwide coordination for Operation Stream was carried out by Europol. In Germany, the General Public Prosecutor's Office Frankfurt am Main - Central Office for Combating Internet Crime (ZIT) and the Hessian State Criminal Office (HLKA) played crucial roles in the investigation.
The police officers involved in the operation belong to the unit FOKUS, which exclusively fights sexual offenses against children and young people. Investigators from the HLKA and the police headquarters of South Hesse, South East Hesse, and West Hesse participated in Operation Stream on behalf of the ZIT.
"KidFlix" was a platform used exclusively for the publication of child and youth pornographic content. After registration, users could stream incriminated content, chat, and insert links to incriminated content on "KidFlix". Premium accesses on the platform could be purchased either by paying a fee or by providing corresponding new uploads and ratings of existing files.
The start page of "KidFlix" already showed a selection of incriminated videos. Around 54,000 incriminated contents were freely available to users on "KidFlix". The suspects being investigated are men aged 22 to 42, and they are being investigated for distributing, acquiring, and possessing child pornographic content according to § 184b of the Criminal Code (StGB).
During house searches, 141 delict-specific items were secured, including laptops, tablets, USB sticks, memory cards, and smartphones. The ZKI of the General Public Prosecutor's Office Bamberg and the Bavarian State Criminal Office are responsible for the seizure of the platform.
The operation against "KidFlix" has been announced by a blocking banner.
