Got the green light, but stuck in red tape? That's the story for 76 cannabis cultivation associations in North Rhine-Westphalia (NRW) after a year of legalization. Let's take a closer look.

NRW's cannabis clubs have seen mixed fortunes since the green light was given. In a dpa survey of regional governments, it was found that 85 applications are still being considered, while 76 have finally received approval.

It's a complex process, as stipulated by the federal government's law on partial legalization. Clubs for communal cannabis cultivation and distribution could apply for a permit from July 1, 2022. The first permit was granted late in September to a club in Bielefeld, with many more applications following and approvals trickling in.

However, despite the progress, much remains unresolved. For instance, the Cologne regional government has 28 applications still pending, out of an initial 53. In Düsseldorf, 24 applications are yet to be decided out of 47. Struggles are similar in Arnsberg, Münster, and Detmold, with substantial numbers of applications still working their way through the system.

But what about the future? The change in government at the federal level has thrown a spanner in the works. The new black-red government plans to conduct an open-ended evaluation of the cannabis legalization law by autumn 2025. The decisions made during this evaluation could significantly impact the future of cannabis cultivation associations across NRW and beyond.

It's a challenging journey for these associations, though. Strict regulations, high financial barriers, and political hesitancy have made it tough for many to survive. Despite these obstacles, their aim remains to provide safe, communal spaces for responsible cannabis consumption.

As we move forward, let's keep our eyes on that crucial evaluation in autumn 2025. Germany could well be setting the pace for cannabis reform in Europe, depending on the outcome. The choice is ours: will we align policy with empirical evidence or let political caution take the wheel?
